The White House Council of Economic Advisers chairman said tariff revenue was "paid for by China" and that the targeted countries end up bearing the cost.
WHY IT DOES NOT HOLD UP
Misleading. A tariff is assessed on the U.S. importer. The U.S. International Trade Commission found that, for the 2018-21 Section 232 and 301 tariffs it studied, U.S. importers bore nearly the full cost because import prices rose at the same rate as the tariffs. That federal finding does not support the categorical claim that China paid for the tariff revenue.
